This website(http://ccbp.mpi.gov.vn/HCSTool ) is dedicated to maintain the online HCS/PD Monitoring Database and to provide relevant tools and materials in order to track and disseminate progress in implementing the Hanoi Core Statement and the Paris Declaration on Aid Effectiveness in Vietnam. 

In order to review the achievements and challenges in implementing the PD and HCS on aid effectiveness during 2005 – 2007, the PGAE has conducted second follow-up round of monitoring surveys. The 2008 harmonized PD/HCS monitoring surveys based on the OECD/DAC methodology have 2 rounds of surveys targeting active donors during January – April 2008 and GoV line agencies in August – November 2008, with:
